Our Team

Arnold Cantu serves as bond counsel to state and local governmental entities, including cities, counties, school districts, and municipal utility systems.

 

 

Wendy Montoya Cloonan has over 15 years of experience in public finance having practiced at two AmLaw100 firms representing a broad spectrum of clients. Dedicated to public service, Wendy serves as a Port of Houston Authority Port Commissioner.

John Hall has more than 20 years of experience in public finance law, financial advisory, municipal finance, and investment banking.

Adam Harden has served as bond counsel on over 650 transactions totaling over $31.0 billion in par amount issued. He primarily focuses his practice on the federal tax aspects of public finance and infrastructure transactions.

 

Martina Hinojosa represents governmental entities and higher education institutions in public finance transactions and economic development matters. 

Justin Rodriguez has an extensive history of public service and over 15 years of experience as a public finance lawyer at two of the top 10 national bond counsel firms and as a banker holding Series 7, 50, 52, and 63 industry licenses.

 

Carey Troell has an extensive background in structuring all types of financing transactions and representing the full spectrum of issuers in Texas, including state and local governmental entities, nonprofit and for-profit entities, and other public and quasi-public institutions. 

Julie Quisenberry is a Senior Paralegal in the firm’s San Antonio office, providing clients and team members with expert support and knowledge gained across her more than 34 years of experience in the public finance industry, including over 12 years at the top firms in the State of Texas.
